On September 19, 2023, Vinh in Nghe An province recorded an astonishing 399 mm of rainfall from 7 AM to 3 PM, breaking the previous September record set in 1985. The National Center for Hydro-Meteorological Forecasting reported that heavy rain also affected southern Quang Tri, with some areas receiving over 200 mm, including 218 mm in Kien Giang and 209 mm in Sen Thuy.

While rainfall in these regions decreased throughout the day, the storm system shifted northward, bringing heavy precipitation to Nghe An and Ha Tinh provinces, particularly in the eastern areas, where rainfall ranged between 100-200 mm. The recorded 399 mm in Vinh is nearly one-sixth of the average annual rainfall and is double the amount observed in the significant rainfall event in Tu Liem, Hanoi, on the night of September 16 into the early hours of September 17.

This rainfall not only exceeded the previous September record of 387.9 mm, which was noted on September 10, 1985, but also highlighted the potential for severe weather patterns in the region. The highest recorded daily rainfall at the Vinh weather station remains at 710 mm, recorded on October 16, 2019, with 470 mm falling within just six hours that day.

The current heavy rainfall is attributed to a weak northeast monsoon at lower altitudes, combined with the northern edge of a tropical convergence zone and upper-level easterly wind disturbances, leading to concentrated wind convergence over a narrow area in Nghe An and Ha Tinh.

Forecasts indicate that from the evening of September 19 to the morning of September 20, both Nghe An and Ha Tinh will continue to experience moderate to heavy rain and thunderstorms, with localized areas expecting very heavy rainfall. General rainfall amounts are expected to range from 40-80 mm, with the eastern parts of the provinces potentially exceeding 200 mm. Additionally, areas from Quang Tri to Hue will see rainfall ranging from 20-50 mm, with some locations receiving over 100 mm.
