On September 23, 2023, the Hung Yen Provincial Party Committee held its eighth meeting to discuss and decide on various matters within its jurisdiction. During this meeting, the committee introduced Pham Bao Son, the Deputy Director of Vietnam National University, as a candidate for the position of Deputy Chairman of the Provincial People's Committee for the term 2026-2031.

The meeting featured a presentation by Pham Van Khue, the Head of the Organization Committee of the Hung Yen Provincial Party, who outlined the action program of the provincial Party Committee. This program aims to implement the conclusions of the Central Party Committee and improve the effectiveness of the local government structure.

Following the announcement, the decision from the Central Party Secretariat was made public, designating Pham Bao Son as a member of the provincial Party Committee and the Standing Committee of the Hung Yen Provincial Party for the term 2025-2030. At 49 years old, Pham Bao Son hails from Hai Duong, now part of Hai Phong City. He graduated with a degree in Information Technology in 2001 and earned his PhD in Information Technology from the University of New South Wales, Australia, in 2006. By 2012, he had achieved the rank of Associate Professor.

Before his current role, Pham Bao Son held various positions at the University of Technology and has been recognized for his contributions to the academic field. His nomination for the Deputy Chairman position reflects the ongoing process of personnel appointments and adjustments within the government at both central and local levels.
