In a remarkable display of community spirit, Pham Huu Quang, a 30-year-old entrepreneur from Kien Xuong, Hung Yen, has taken it upon himself to hang 200 life jackets along various bridges in the area. This initiative was sparked by the tragic incident on September 12, when Lieutenant Tran Van Tung lost his life while attempting to save a young man who had jumped into the Tra Ly River.

Moved by the soldier's sacrifice, Quang decided to purchase the life jackets using his own funds and hang them at local bridges to provide safety for those at risk of drowning. To ensure the jackets remain in place, he printed the message "Life Jackets for Rescue - Please Do Not Steal" on the back of each one.

On September 16, Quang began the installation process, seeking approval from local authorities to determine the best locations for the jackets. He and his sister focused on larger bridges and areas with wide riverbanks, which are known to pose drowning hazards. The life jackets are secured along the sides of the bridges, spaced 10 to 20 meters apart. Within just two days, Quang managed to hang 62 jackets across five bridges: Tan De (22 jackets), Bo (16 jackets), Thai Binh (12 jackets), Tra Giang (6 jackets), and Vo Hoi (6 jackets). He plans to complete the installation within a week and is ready to purchase more jackets if the initial batch does not cover all necessary areas.

During the installation process in Tra Giang, Quang received encouragement from passersby who stopped to inquire about his efforts and shared information about previous drowning incidents to help him identify additional locations for the jackets. Following the story's spread on social media, many individuals reached out to Quang to ask where they could purchase life jackets for their own safety.

Trần Quốc Hội, Deputy Chairman of the Tra Giang People's Committee, confirmed that Quang proactively contacted local authorities before launching his project. He praised Quang's actions as practical and valuable for providing timely assistance in emergency situations on the water.

In addition to this initiative, Quang regularly allocates personal funds to support underprivileged individuals in his community. He stated, "While life jackets cannot prevent all accidents, each one hung on a bridge increases the chances of survival for someone in danger."
