Quang Ninh and Bac Ninh Officially Designated as Cities

On August 24, 2026, the National Assembly of Vietnam voted unanimously to establish Quang Ninh City and Bac Ninh City, marking a significant administrative change for both provinces. Quang Ninh will officially become a coastal city starting September 1, while Bac Ninh will be recognized as a high-tech industrial city from September 20.

The establishment of these cities is based on the entire natural area and population of their respective provinces. Quang Ninh City will border Hai Phong, Bac Ninh, Lang Son, China, and the East Sea, while Bac Ninh City will share borders with Hanoi, Hai Phong, Quang Ninh, and the provinces of Hung Yen, Lang Son, and Thai Nguyen.

Minister of Home Affairs Nguyen Tien Hai presented the report to the National Assembly, highlighting that both localities met the necessary conditions for city status. Following the resolutions' enactment, the People's Councils and People's Committees of the provinces will transition to their city counterparts, ensuring continuity in governance and administration.

Legal documents will reflect the new city designations, and existing documents will remain valid until their expiration. The government has committed to supporting the cities in their development, focusing on high-tech industries, environmental protection, and innovation.

Quang Ninh is envisioned as a modern, green, and smart coastal city, while Bac Ninh aims to develop as a high-tech industrial hub with a rich cultural identity. Both cities are expected to play crucial roles in the regional economy and are preparing for the implementation of their new status with specific development plans in place.
