On August 12, during the first extraordinary session of the National Assembly, discussions were held regarding the establishment of Quang Ninh and Bac Ninh as centrally governed cities. Lawmaker Tran Hoang Ngan proposed that the government waive fees for residents when they need to change their documents as part of this transition.

The majority of National Assembly members expressed full support for the establishment of both cities. Lawmaker Tran Thi Hong Thanh from Ninh Binh emphasized the need for a financial mechanism to redistribute revenue from rapidly developing areas to support infrastructure in less developed regions. She warned against urbanization that neglects struggling areas.

Additionally, Thanh called for effective implementation of tasks to ensure strict management of construction planning, environmental control, and the preservation of cultural heritage. She stressed the importance of training urban management officials to adapt to modern urban governance, which requires different skills compared to rural administration.

Lawmaker Hoang Van Nghia from Quang Ngai urged for a governance model that centers on citizens and businesses, advocating for a complete shift to modern urban management that is efficient and effective. He also highlighted the need for a thorough evaluation of administrative procedures to ensure they do not disrupt the lives of residents or businesses.

In response to these proposals, Minister of Home Affairs Nguyen Tien Hai assured that the government would direct both cities to implement comprehensive measures to leverage their potential and advantages. This includes focusing on economic growth models that prioritize environmental protection and innovation.

The government plans to prepare thoroughly for the implementation of the National Assembly's resolution, ensuring a rigorous and serious approach to the transition.
