On August 10, 2026, the Hải Phòng City Party Committee announced the appointment of Phạm Văn Tuyên as the Secretary of the Cẩm Giang Party Committee. This decision was made following the termination of Phạm Văn Mạnh from the same position.

According to Decision No. 523-QĐ/TU by the Standing Committee of the City Party Committee, Phạm Văn Tuyên, who previously served as the Secretary of the Trường Tân Party Committee and Chairman of the People's Council of Trường Tân, will now take on the responsibilities at Cẩm Giang for the term 2025-2030.

During the announcement, Đỗ Mạnh Hiến, Deputy Secretary of the Standing Committee, emphasized Tuyên's extensive experience and solid training, highlighting his previous leadership roles at the district level. Hiến urged Tuyên to quickly adapt to his new role, understand the specific circumstances of Cẩm Giang, and effectively implement economic and social development targets.

In addition to Tuyên's appointment, Nguyễn Văn Hai was also transferred to become the Deputy Chief of the Cẩm Giang Party Committee Office, with a five-year term. This restructuring reflects ongoing efforts to enhance leadership and governance in the region.
