Prime Minister Outlines Principles for Handling Exam Violations in Tuyen Quang

Prime Minister Le Minh Hung has described the recent exam violations at Tuyen Quang Specialized High School as "particularly serious," impacting the fairness and integrity of the national high school graduation exam. During a meeting with Tuyen Quang officials on July 15, he laid out three fundamental principles for addressing this troubling situation.

Three Principles for Addressing Violations

The Prime Minister emphasized the need for thorough and objective verification of the facts surrounding the violations. He stated that the handling of the case must be fair, transparent, and in accordance with regulations. The second principle involves strict accountability for the organizations and individuals involved, clearly delineating their roles, responsibilities, and the severity of their offenses. Lastly, any measures taken must comply with examination regulations while ensuring the humane treatment of students and protecting their legitimate rights.

Prime Minister Hung urged the Ministry of Public Security to direct the Tuyen Quang Police to expedite their investigation into the violations and identify all parties involved. He insisted that no wrongdoing should be overlooked, and there should be no exceptions in the enforcement of the law. The Ministry of Education and Training is expected to collaborate on determining the appropriate course of action regarding the exam results of the affected students.

High Rates of Perfect Scores Raise Suspicion

The exam results from the Tuyen Quang Specialized High School raised eyebrows when 146 out of 328 students scored a perfect 10 in the Mathematics exam, with 299 students achieving scores of 9 or higher. This represented the highest percentage of top scores in the country. As of July 15, police have initiated legal proceedings against 26 individuals for abusing their positions during the examination process.

Trần Thị Thu Hằng, the Deputy Principal of Nguyen Van Huyen High School, has been accused of directing exam proctors to facilitate cheating, while Nguyễn Hà Duy, a Mathematics teacher at Tuyen Quang Specialized High School, allegedly entered the exam room to assist certain students.

During the meeting, Phan Huy Ngọc, Deputy Secretary of the Provincial Party Committee and Chairman of the Tuyen Quang People's Committee, affirmed that local authorities would take decisive and serious action to deter similar incidents in the future.

Previously, the Department of Education and Training in Tuyen Quang proposed that the 328 implicated students retake the Mathematics exam, but the Ministry of Education and Training has not yet approved this, pending further investigation results from the relevant authorities.
