On September 15, 2026, the management board of the Hai Phong Agriculture and Rural Development Investment Project organized the handover of the construction package for the resettlement area in Cao Ly village, Gia Loc commune. This area is part of the land clearance efforts for the Lao Cai - Hanoi - Hai Phong railway project.
The project has a total investment of over 21 billion VND and covers an area of approximately 1.01 hectares. It includes essential infrastructure such as ground leveling, transportation systems, water supply, drainage, electricity, lighting, communication, and green space.
Initially, the project was designed to construct 36 plots of land to accommodate 33 households. However, after adjusting the route according to actual needs, it now allocates 15 plots for 9 households. As of now, the entire construction package has been completed, meeting all technical and quality requirements.
The handover includes the land and transportation infrastructure with ground levels ranging from +3.30m to +3.34m. Three asphalt roads have been completed, along with sidewalks, traffic signs, and road markings. The water supply and drainage systems have also been finalized, including a central wastewater treatment facility with a capacity of 33m³ per day.
Furthermore, the project has operationalized a 320kVA transformer station, buried the entire electricity network underground, installed public LED street lighting, and completed underground telecommunications lines. The landscape has been enhanced with the planting of Ban Tay Bac trees along the sidewalks.
The completion and handover of the resettlement area in Cao Ly village significantly contribute to the land clearance process for the Lao Cai - Hanoi - Hai Phong railway project as planned.
