Starting September 28, the VNeID application will undergo several important changes that citizens need to be aware of. According to the Department of Administrative Management on Social Order under the Ministry of Public Security, accounts may be automatically locked if the registered phone number is not in the owner's name. This update is part of the amendments outlined in Decree 320/2026/ND-CP, which modifies certain provisions of Decree 69/2024/ND-CP.

One of the key changes is that citizens must use a phone number registered in their name when creating or updating their electronic identification account, particularly for level 2 accounts. Those who have changed their phone numbers, transferred SIM cards, or are using SIMs registered under someone else's name should proactively check and update their information to avoid account lockout.

Since April 2026, citizens have been able to verify their phone number information directly within the VNeID app. After logging in, users can check the displayed phone number under the 'Document Wallet' section. Additionally, the system will automatically lock or unlock electronic identification accounts based on the status of the citizen's electronic ID card.

Another noteworthy change is that the electronic identification and integrated documents on VNeID will now hold the same value as presenting physical documents during administrative procedures and public service transactions. This means that citizens will not be required to present original or photocopied documents if the information is already integrated into VNeID, thereby reducing paperwork and saving time and costs.

Moreover, VNeID allows citizens to create and submit administrative procedure files directly through the app, with results being sent back to VNeID for notification. The online administrative procedures will also benefit from fee waivers or reductions as stipulated by law.

VNeID has expanded its services to include a social security account feature, enabling users to link a primary payment account, e-wallet, or Mobile Money account that matches their electronic identification for social security payments, pensions, and other benefits.

The new regulations also expand the eligibility for electronic identification accounts. Vietnamese citizens aged six and above with an ID card can obtain level 1 or level 2 accounts based on their needs, while those under six can have a level 1 account. Foreigners legally residing in Vietnam and organizations registered in the country can also apply for electronic identification accounts.

Furthermore, various online accounts across sectors such as education, telecommunications, banking, and e-commerce must link and verify with electronic identification. Existing accounts must complete this linkage by December 31, 2026, while bank accounts have a deadline of June 30, 2027. National digital platforms must integrate electronic identification login features by December 31, 2026.

To ensure stable account operation, citizens are advised to check the phone number linked to their VNeID, especially before September 28, and review their personal information and integrated documents. Users are responsible for protecting their VNeID accounts and should not share login information or OTP codes. They should also promptly report any discrepancies or expired documents and comply with personal data protection and cybersecurity regulations.

By proactively reviewing and updating their information, citizens can avoid potential account lockouts and fully utilize the expanding features of VNeID.
