New Regulations on VNeID Implementation Effective July 1

From July 1, citizens in Vietnam will not be required to present their identity cards or any documents that have been integrated into the VNeID electronic identification application when carrying out administrative procedures. This regulation is part of the amendments made to Law No. 118/2025/QH15, which modifies several laws concerning security and order, and it officially comes into effect on the specified date.

The new rule states that individuals, agencies, or organizations cannot demand that citizens present documents that have been integrated into their electronic identity cards or the VNeID application for administrative tasks. Exceptions apply only in cases where the information provided by citizens does not match the data integrated into the system or when specific legal regulations dictate otherwise.

This regulation is expected to reduce the amount of paperwork citizens need to carry, shorten processing times for administrative tasks, and encourage the use of digital data in administrative procedures. Additionally, the law also modifies the process for renewing and reissuing identity cards to make it more convenient for citizens.

Citizens will be able to complete procedures online through the public service portal or the VNeID application, or submit documents directly to the competent authorities in cases such as loss of the card, damage to the card, or changes in information due to administrative restructuring. When processing renewal applications, the identity management authorities will utilize biometric data and information already stored in the National Population Database and the Identity Card Database, minimizing the need for citizens to provide information that is already available.

Alongside the identity card regulations, the law also introduces penalties in the area of residency. From July 1, registering permanent or temporary residence for individuals who do not actually live at the registered address is prohibited, except in cases where residence is registered for children under six years old by their parents or guardians as per regulations.
