New Law Prohibits Request for Physical ID if Integrated with VNeID

A new law in Vietnam, effective July 1, prohibits authorities from requiring citizens to present physical identification documents if they have already been integrated into the electronic ID system, known as VNeID. This regulation is part of amendments to ten laws related to security and order.

The law specifically states that citizens are not obligated to show physical documents that have been incorporated into their VNeID when dealing with administrative procedures. However, exceptions apply if the information provided by the citizen does not match the data integrated into the system.

In addition to this significant change, the new legislation maintains nine prohibited behaviors related to identification cards. These include illegal retention of ID cards, harassment or discrimination during the processing of administrative procedures related to identification, and intentional falsification of ID card content.

The process for renewing or reissuing ID cards will now be conducted online through the public service portal, VNeID, or directly at designated locations for ID card issuance. Unlike before, the issuance and renewal of ID cards will no longer take place at the district police level. Instead, it will be handled by provincial and municipal police authorities, as well as local police stations and the Ministry of Public Security's identification management agencies.

Currently, the Ministry of Public Security has also eliminated many procedures at the ministry and provincial levels related to the collection and updating of biometric data, such as DNA and voice samples, into the identification database. Furthermore, the ministry has removed several procedures for issuing electronic identification accounts for foreigners, Vietnamese citizens, and organizations, including the issuance of level 1 and 2 electronic identification accounts for foreigners and level 2 electronic IDs for Vietnamese citizens.
