Important Changes for VNeID Users Effective September 28

The Vietnamese government has announced important updates regarding the VNeID (National Electronic Identification) system, which will take effect on September 28, 2026. This change is outlined in Decree No. 320/2026/ND-CP, which modifies existing regulations related to electronic identification and verification.

One of the most significant aspects of this decree is the mandatory requirement for linking and verifying electronic transaction accounts across various digital platforms with the national electronic identification account (VNeID). This new regulation aims to enhance the security and transparency of online transactions, helping to prevent fraud and the use of fake accounts.

Under the new rules, accounts involved in twelve critical sectors must now be linked and verified with VNeID. These sectors include e-commerce, education, telecommunications, and health services, among others. Notably, this includes stricter guidelines for sellers and affiliate marketers in the e-commerce sector, ensuring they comply with the Electronic Commerce Law of 2025.

Additionally, the decree sets specific deadlines for completing the verification process for accounts created prior to September 28, 2026. For instance, accounts in various electronic transaction sectors, such as education and healthcare, must be verified by December 31, 2026, while banking accounts have until June 30, 2027.

This initiative is part of a broader effort to establish a secure and civilized digital economy in Vietnam. By standardizing digital identities across online platforms, the government aims to improve transparency and reduce instances of online fraud.
