New Regulations on Electronic Identification and Verification

The Vietnamese government has announced new regulations concerning electronic identification and verification through Decree 320/2026/ND-CP, which amends certain provisions of Decree 69/2024/ND-CP. This decree will come into effect on September 28, 2026, and includes the integration of 206 types of documents into the VNeID application.

One significant aspect of the new regulation is the inclusion of social security account information within the national identification application. This allows electronic identity holders to integrate their payment account, e-wallet, and mobile money accounts to receive social support, pensions, and other legal financial disbursements.

Moreover, the decree modifies the principles of electronic identification and verification, stating that no physical documents should be requested when integrated data is available. This means that government agencies, organizations, and individuals handling administrative procedures, public services, civil transactions, and other activities must utilize the electronic identity and integrated documents on the national identification application without requiring individuals or organizations to present original or copied documents.

Data security is emphasized, with regulations in place to protect the privacy of electronic identity accounts and comply with personal data protection laws. Additionally, the decree creates a legal framework for integrating documents issued to businesses, organizations, and individuals into the electronic identification and verification system.

Documents not classified as state secrets can be automatically synchronized into the system when the issuing authority's database is connected to the electronic identification system. If changes occur in the information or documents on the national identification application, the responsible authority must update this information promptly, ideally within 24 hours or within 5 minutes if the citizen requests a direct update.

In cases where the issuing authority lacks a database, electronic identity holders can request the integration of their information through the national identification application. The responsible authority must access the electronic identification system within five working days to process and approve the integration request, following the guidelines set by the Ministry of Public Security.

Decree 320/2026/ND-CP aims to enhance the efficiency and security of electronic identification and verification processes in Vietnam, paving the way for a more streamlined digital governance framework.
