Phuc Son Group's ambitious billion-dollar project at the Ngoc Hoi intersection in Nha Trang has yet to see any construction activity, leaving local residents frustrated. On August 25, reporters noted that the construction site was devoid of machinery despite earlier reports from the company indicating plans to resume work.

More than ten days prior, Phuc Son Group had communicated with local authorities in Khanh Hoa province, outlining their intention to restart construction at the Ngoc Hoi intersection. However, as of noon on August 25, there was still no sign of construction activity. According to the company’s report, they planned to mobilize machinery and personnel from August 15 to August 24, with actual construction set to begin on August 25, focusing on drainage systems and completing unfinished road segments.

Despite these assurances, local resident Le Van Lai expressed disappointment, stating that he had not seen any construction vehicles at the site. The conditions around the intersection have been deteriorating, with damaged roads causing water accumulation during rains and dust issues during dry weather, significantly impacting the lives of nearby residents.

Residents had hoped for the project to commence to alleviate these problems, but the lack of activity has led to skepticism. Lai mentioned, “We are worried that we will be left waiting again, just like before, with promises unfulfilled.”

Officials from the Khanh Hoa Project Management Board noted that this is not the first instance where Phuc Son Group has failed to follow through on commitments to resume work at the Ngoc Hoi intersection. Earlier in 2025, the group had announced plans to continue construction on the remaining project components, which had been approved by local authorities.

After nearly nine years of construction, only three-quarters of the intersection has been completed. In April 2025, when the project had not progressed as promised, the management board urged Phuc Son Group to expedite the completion of outstanding tasks. However, the company remained inactive.

The prolonged delay of the project has caused significant inconvenience for local residents, with the road beneath the overpass remaining in poor condition, featuring numerous potholes and creating dust clouds whenever trucks pass. During the rainy season, certain sections frequently flood, complicating travel and business for the local community.

The Ngoc Hoi intersection project began in 2017 with a total investment of over 1.35 trillion VND, executed by Phuc Son Group under a Build-Transfer (BT) model. Initially, the project was slated for completion and operation in 2019. However, after nearly seven years of delays, only three-quarters of the roadway has been finished.

According to the BT contract signed with the Khanh Hoa provincial government, Phuc Son Group was to receive a portion of the land from the old Nha Trang airport as compensation for their investment. However, following legal troubles faced by the leadership of Phuc Son Group in 2024, the project's implementation has come to a standstill.
