On the morning of August 21, 2026, the National Assembly of Vietnam voted to include three significant topics in the agenda of its first extraordinary session of the 16th legislature. This decision was made following a proposal from the government and the Standing Committee of the National Assembly.
The three topics added to the agenda include: the separation of the Ninh Thuan Nuclear Power Project into independent projects, the establishment of mechanisms and policies for the coastal urban area development project to integrate into the Urban Development Law, and a resolution regarding the reduction of personal income tax and corporate income tax for individuals and businesses.
During the session, the Chairman of the Law and Justice Committee, Phan Chi Hieu, emphasized that the issue of land recovery must be linked with restructuring living spaces and data management. The discussions also highlighted the need for a policy direction to amend the Land Law in 2024 to prevent unauthorized adjustments to land use plans.
To ensure the efficient use of time, the Standing Committee proposed that the National Assembly conduct a consolidated report summarizing the opinions of the representatives during discussions, rather than creating separate reports for each topic. This approach is intended to streamline the legislative process while still allowing for thorough debate and consideration of the issues at hand.
With 452 out of 454 delegates participating in the vote, the National Assembly unanimously approved the addition of these topics to the agenda, marking a significant step in addressing pressing legislative matters.
The extraordinary session is expected to facilitate discussions that could lead to important reforms in land management and taxation, which are crucial for Vietnam's socio-economic development.
