On the morning of August 3, the 16th National Assembly of Vietnam opened its first extraordinary session, which is set to last approximately 17 days. This session is convened outside the regular annual meetings held in May and October to address urgent matters that require immediate attention.

The opening session began at 8:30 AM and was broadcast live. It included a flag-raising ceremony and the introduction of delegates, followed by an opening speech from National Assembly Chairman Tran Thanh Man. During this session, the assembly reviewed reports on eight draft laws, including amendments to the Law on Legal Dissemination and Education, the Law on State Compensation Liability, and several regulations pertaining to the State Bank, anti-money laundering, and credit institutions.

After a break, from 9:50 to 10:30 AM, the assembly continued to discuss four more draft laws, including amendments to the Law on Grassroots Mediation, the Law on Publishing, the Law on Customs, and the Law on Architecture. Following this, the assembly held a private session to address personnel matters within its authority.

In the afternoon, representatives engaged in group discussions about three draft laws: the amended Law on Legal Dissemination and Education, the amended Law on State Compensation Liability, and the amended Law on Grassroots Mediation. The extraordinary session is organized to promptly institutionalize the Central Committee's directives and tackle pressing issues without delay.

The assembly's agenda includes reviewing and deciding on 33 items, comprising 15 draft laws and four draft resolutions. Additionally, it will provide initial opinions on seven draft laws and address seven significant national issues. The extraordinary session is divided into two phases, with the first phase running from August 3 to the morning of August 13, and the second phase from August 19 to 24. The assembly has scheduled work on two Saturdays, August 8 and 22, and two Sundays, August 9 and 23, to ensure all matters are thoroughly discussed.

During the break between the two phases, relevant agencies will gather feedback from delegates to refine the draft laws and resolutions before they are presented for voting.
