The Ministry of Construction of Vietnam has issued an urgent directive to various agencies and local governments in coastal provinces from Quang Ninh to An Giang, urging them to take proactive measures in response to the impending tropical depression and strong winds at sea.

The directive emphasizes the need for close monitoring of the tropical depression's progression and the preparation of adequate resources and plans for rescue operations. Authorities are instructed to review and implement safety measures for transportation infrastructure, particularly drainage systems on key roads and construction sites.

Specifically, the Ministry has called on the Vietnam Road Administration and the Vietnam Railway Authority to ensure safety measures are in place for the transportation infrastructure, especially concerning drainage systems on major highways and construction sites. They must be ready to address any incidents of landslides or disruptions caused by heavy rainfall and extreme weather.

In the maritime and waterway sectors, port authorities are to closely manage vessels, particularly tourist boats operating in bays and coastal areas, and guide them to safe anchorage. Vessels near river and sea overpasses must be reinforced or relocated to prevent collisions that could impact transportation infrastructure.

The Vietnam Maritime Information Technology Company has been tasked with continuously updating and broadcasting information about the tropical depression's location and movement, as well as warnings about strong winds and tornadoes, guiding vessels to avoid dangerous areas.

The Vietnam Maritime Search and Rescue Coordination Center is prepared to deploy personnel and resources for rescue operations as needed.

In the aviation sector, airlines and service providers are required to closely monitor weather developments to adjust flight operations accordingly. They should enhance inspections of airports, terminals, communication systems, and flight operations to ensure absolute safety.

In the construction and urban development sectors, project owners, management boards, and contractors must implement safety measures for workers and equipment, particularly for high-rise construction projects. Local governments are tasked with ensuring drainage capabilities in low-lying and coastal urban areas, proactively preventing flooding for underground facilities, and securing trees and advertising signs to minimize risks from strong winds.

All agencies and units are required to maintain a serious 24/7 watch, regularly updating weather conditions and preparing for the worst-case scenarios, while promptly reporting to the Ministry's Civil Defense Command in case of incidents.
