A 36-year-old man named Nguyen Duy Manh has been charged with disturbing public order after allegedly using a high-pressure water pump to spray water on construction workers dismantling a roof next door. The charge was approved by the Hanoi People's Procuracy on August 4.

The incident originated from a property dispute between two families in the Tây Phương commune of Hanoi. In 2001, one family constructed a three-story house that encroached upon the airspace of a neighboring property. After failed negotiations, the case was brought to court, resulting in a ruling that required the encroaching family to dismantle the illegal structures.

On June 3, as the legal enforcement team arrived to carry out the demolition, Nguyen Duy Manh and several relatives of the encroaching family allegedly began to disrupt the work. They were reported to have thrown water and used a garden hose to spray the workers. Manh escalated the situation by using a high-pressure water pump to spray a worker named Nguyen K.K. for approximately four minutes, causing discomfort and forcing him to stop working.

The event was witnessed by many in the neighborhood and videos of the incident quickly spread across social media, garnering hundreds of thousands of views and comments. Authorities have since imposed travel restrictions on Manh and are continuing to gather evidence for further legal action against others involved in the incident.
