Household Occupies 1,452.2m2 of Agricultural Land for Illegal Constructions

On July 23, 2026, the People's Committee of Phu Nghia commune in Hanoi initiated enforcement actions against a household led by Mr. N.V.T for illegally occupying 1,452.2 square meters of public agricultural land. This land, managed by the local government, was originally designated for agricultural use following a land consolidation project.

Upon inspection, it was discovered that Mr. N.V.T had constructed multiple unauthorized structures on the occupied land, including a gate, a residential building, a livestock pen, a toilet, a water tank, a concrete yard, a pond, and areas for planting trees. These activities significantly altered the land's intended use.

This infringement was documented in the local land registry and classified as an encroachment on state-managed land. To address the violation, the Economic Department of Phu Nghia commune issued an administrative violation report against Mr. N.V.T on May 23, 2026, which was acknowledged by him.

Subsequently, on June 3, 2026, the Chairman of the People's Committee of Phu Nghia issued a fine for the land use violation, which Mr. N.V.T received on June 4, 2026. Following this, he filed an appeal against the fine, which is currently under review by the relevant authorities.

On June 25, a follow-up inspection revealed that Mr. N.V.T had failed to comply with the corrective measures mandated by the fine. Consequently, on July 4, the Chairman of the People's Committee issued a decision for enforced compliance, which was delivered to Mr. N.V.T on July 6.

When the enforcement action was carried out on July 23, Mr. N.V.T voluntarily began dismantling the illegal structures, relocating his belongings, and signing a report to restore the land to its original state. Due to this cooperation, the enforcement team did not need to apply forceful measures during the operation. They assisted the family in moving their possessions and utilized machinery to dismantle the unauthorized constructions and restore the agricultural land as required by law.
