"Hanoi definitely must have a second airport." where should it be built?

Besides many opinions that Hanoi should not build a second airport, some experts believe there should be more airports for the country's Capital of 100 million people in addition to the current Noi Bai.

Regarding the proposed location, the Hanoi Construction Planning Institute has added the city's second airport option, the North of the Northwest Expressway - National Highway 5, in 5 communes of Phu Xuyen and Ung Hoa districts.

Speaking at the consultation conference on the orientation of the Hanoi Capital Master Plan to 2045, with a vision to 2065 at the end of September, experts said building a second airport for Hanoi is necessary.

Chairman of Vietnam Association of Architects PhD, Architect. Phan Dang Son stated that constructing a second airport for Hanoi "needs to be done".

The Chairman of the Vietnam Association of Architects noted that in the project, to adjust the general planning of the Capital, it is necessary to determine the exact location of the second airport specifically.

Architect. Khuong Van Muoi - former Chairman of the Ho Chi Minh City Association of Architects, also agreed with the formation of a second airport in Hanoi Capital and said that along with the airport, it is necessary to form an airport urban area to satisfy all related needs.

The Capital of a country with hundreds of millions of people needs more airports.

The relevant agency has now selected the consulting unit to prepare and adjust the Capital's General Planning, the National Institute of Urban and Rural Planning, and the Ministry of Construction.

According to Mr. Luu Quang Huy, Director of the Hanoi Institute of Construction Planning (the unit that organizes the adjustment of the Capital's General Planning), immediately after the Prime Minister approved the task of adjusting the Capital's General Planning. In June 2023, the Institute organized a bidding to select a consulting unit and was selected.

Mr. Huy said that the basic main directions of the adjusted project are to form a second airport in the Southeast of the Capital, form two cities directly under the Capital, form 5 main landscape spatial axes of the Capital, develop the western urban area of Belt 4; Review satellite urban areas and eco-towns; infrastructure system, especially transportation infrastructure system.

However, Mr. Chinh reiterated that building an airport with an area of up to 1,300-1,500 hectares must be planned to preserve the land because, in just 5 years, the city's southern area will no longer have land to build.

The proposed location to build the second airport in Hanoi

Regarding the proposed location, the Hanoi Construction Planning Institute added that the Capital's second airport option would be the North of the Northwest Expressway axis - National Highway 5, in 5 Phu Xuyen and Ung Hoa districts communes.

Specifically, in addition to the two airport location options approved by the City People's Council in July 2023, the Hanoi Construction Planning Institute proposed a second airport option in the South.

The previous option 1 proposed locations in Tan Uoc commune, Thanh Van (Thanh Oai) and Tien Phong commune, Tan Minh (Thuong Tin), with an area of about 1,300 hectares.

The advantage of the plan is that the distance to the city centre is close, about 20-30 km, near Phap Van - Cau Gie expressway, National Highway 1A, National Highway 21B, and Ring Road 4.

However, the minus point of this option is the need to clear land for about 5,000 people and more than 52 hectares of village land in Thanh Van commune (Thanh Oai).

The planned location for the second airport, according to the Hanoi Institute of Construction Planning, is north of the Northwest Expressway - National Highway 5, in Tan Dan and Chuyen My communes (Phu Xuyen district) and Dong Tan, Minh Duc, Trung Tu, Ung Hoa district (option 2A). The land area estimated to be used for the second airport is around 1,700 hectares.

Plan 2A has a location nearly identical to plan 2B (the location of the second airport expected in Dong Tan commune, Minh Duc, Tram Long, Kim Duong, Hoa Lam, Ung Hoa district) and was submitted to the City People's Council in advance. 

Both options have advantages and disadvantages. Accordingly, the locations according to options 2A or 2B are located on the southern spatial axis, helping to connect the central urban area; Phu Xuyen satellite urban link is an industrial urban area, a traffic hub and goods transhipment, creating a driving force for the development of the southern region.

However, if built at the above location, the southern economic backbone of the highway must be upgraded to service the connection to the second airport, and an urban train from Ha Dong station to the airport (approximately 32km) must be added.

Along with that, airport construction may have a noise impact on the Huong Son National Special Historical and Scenic Area complex (Perfume Pagoda).

Hanoi wants to have a second airport.

According to the master plan for the nationwide airport system with 30 ports by 2030 and 33 ports by 2050 announced in July.

Hanoi Capital Region plans to add a second inland port to support Noi Bai airport when it reaches about 100 million passengers annually, meeting the goal of forming two regional international air transport hubs in Hanoi and Ho Chi Minh City.

As Sputnik reported, last July, the Hanoi People's Committee submitted a report to the City People's Council on the orientation for spatial and urban infrastructure development, the project to adjust the General Planning for constructing the Capital until 2045, and the vision to 2065.

Hanoi also identifies Noi Bai International Airport as the most important gateway in international exchanges between the North and Hanoi. The airport is forecasted to have a passenger throughput of 60 million passengers/year by 2030 (an area of about 1,500 hectares). After 2030, up to 100 million visitors/year (about 2,200 hectares, expanding to the South).

According to the city, the second airport in the Hanoi capital region located in the south and southeast is a domestic port that ensures enough conditions to convert to serving an international airport when necessary. The second airport has a capacity of 30 - 50 million passengers/year, an area of 1,300 - 1,500 hectares, and will be deployed after 2030.

According to the plan, the overall adjustment project of the General Construction Planning of Hanoi Capital to 2045 and a vision to 2065 will be reported to the Government in December and submitted to the National Assembly for consideration and comments at the mid-term meeting 2024.
