As new regulations come into effect, citizens are urged to take precautions to avoid having their VNeID accounts locked. Effective September 28, 2026, Decree 320/2026/ND-CP will amend existing rules regarding electronic identification and verification.

According to the new regulations, the electronic identification system will automatically lock a VNeID account if the mobile phone number used for registration is no longer registered in the user’s name. Therefore, it is crucial for individuals to verify their linked phone numbers and update any incorrect information at their local police station.

Key Reasons for Account Lockage

The decree outlines two primary situations that may lead to the locking of a VNeID account:

• If the user’s electronic identification card is locked.
• If the registered phone number is not in the user’s name.

These measures aim to ensure that electronic identification accounts are linked to the correct mobile phone numbers, enhancing the accuracy, safety, and security of information during the use of services provided through VNeID.

Citizens should be proactive in checking that their linked phone numbers are valid and match their identification details. If a phone number has changed or is no longer registered in the user’s name, they must visit the local police department to update their information accordingly.

Additional Locking Circumstances

There are five specific scenarios under which an electronic identification account may be locked due to the locking of the electronic identification card:

• The user requests the lock.
• Violations of the terms of use for the national identification application.
• The identification card is confiscated or held by authorities.
• The user has lost their card.
• A request from a legal authority or agency.

In cases where the locking conditions are resolved, accounts can be unlocked upon the user’s request or after compliance with the terms of use.

Decree 320/2026/ND-CP also stipulates conditions for locking accounts belonging to organizations. Such accounts may be locked if the organization requests it, violates the terms of use, or ceases operations. Accounts can be unlocked when the organization changes its registered representative.
