The Ministry of Home Affairs in Vietnam has put forth a proposal to revoke 23 legal documents issued by the Minister of Home Affairs, including several circulars concerning the organization of villages and local communities. This initiative is part of the ministry's effort to update regulations in accordance with the current legal framework and the government's policies.

The draft circular, which is currently open for public consultation, outlines the specific documents slated for repeal. Among these are Circular No. 04/2012/TT-BNV, issued on August 31, 2012, and its subsequent amendments. The ministry has indicated that the existing regulations are no longer compatible with the recently enacted Decree No. 185/2026/NĐ-CP, which governs the organization and operation of villages and local communities.

The rationale behind this proposal stems from the need to implement the Party's directives and to adapt to the two-tier local government structure. The new decree provides updated guidelines that reflect the current governance model and the policies for non-professional personnel working in local communities.

In addition to the circulars related to village organization, the draft also seeks to revoke several documents concerning labor management, wages, and bonuses for employees in state-owned enterprises. For instance, Circular No. 15/2015/TT-BLĐTBXH, which was based on a now-repealed decree, is among those identified for repeal due to the lack of a legal basis for its continued enforcement.

Moreover, the draft proposes the revocation of Circular No. 01/2025/TT-BLĐTBXH, which regulates adjustments to wages and monthly income for social insurance contributions. Similarly, Circular No. 11/2022/TT-BNV, which pertains to the job positions of civil servants in specialized administrative fields, is also set to be revoked as the legal foundation for these positions has changed.

By taking these steps, the Ministry of Home Affairs aims to streamline regulations and ensure that they align with contemporary legal standards and governance practices.
