The Ministry of Home Affairs in Vietnam is undertaking significant efforts to reform the salary and allowances system for civil servants. This initiative is in response to recommendations from voters in Ca Mau province, which were forwarded by the National Assembly's Committee on Ethnic Minorities and Supervisory Affairs after the first session of the 16th National Assembly.

Voters have raised concerns about the existing disparities in allowances for civil servants and workers funded by the state budget across various organizations, including Party and government agencies. Specifically, civil servants and workers in provincial Party and mass organizations receive a 30% allowance based on their current salary, in addition to a 25% public service allowance. In contrast, those in state administrative agencies do not receive this benefit.

The Ministry of Home Affairs has been tasked with clarifying the legal basis for these discrepancies and ensuring that any reforms to the salary system will maintain fairness and consistency across all organizations. The ministry is collaborating with relevant agencies to propose and finalize a new salary policy that aligns with the recommendations made by voters.

In addressing the issue of public service allowances, the Ministry of Home Affairs referred to the conclusions drawn in Notification No. 13-TB/TW from the Politburo regarding the rectification of inconsistencies in salary and allowances for civil servants and officials in political organizations. The Central Organization Committee has issued guidance on implementing various allowances for civil servants, including those in political and social organizations.

Furthermore, the government has enacted Decree No. 34/2012/ND-CP, which outlines the scope and applicable subjects for public service allowances, stipulating that such allowances amount to 25% of the current salary plus any leadership and seniority allowances, if applicable.

In light of the Politburo's conclusions and various official communications, the Ministry of Home Affairs is committed to refining the salary policy in accordance with the resolutions of the 14th Party Congress. This includes addressing the salary and allowances for civil servants as highlighted by voter feedback.

Previously, the Politburo's conclusion No. 76-KL/TW emphasized the need for effective reform of the salary system, closely linking it to the restructuring of the political system and local government models. The central government has directed efforts to enhance the quality of civil servants based on job positions, functions, tasks, workload, and practical requirements, along with innovating personnel management through data governance and workload measurement.
