Increased Allowances for Preschool and Primary School Teachers from 2026

From July 1, 2026, the base salary in Vietnam will rise to 2,530,000 VND per month, which will subsequently affect the salaries and allowances for public preschool and primary school teachers. According to the new regulations outlined in Decree No. 182/2026/ND-CP, teachers in these educational institutions will receive a professional allowance of 45%.

This decree, effective from July 7, 2026, stipulates that the new professional allowances will be implemented starting January 1, 2026. The calculation for the monthly professional allowance for teachers is based on several factors, including their current salary coefficient, leadership allowances, and other related components.

For example, a third-grade preschool teacher with a salary coefficient of 2.1, without any leadership or additional allowances, will have a monthly professional allowance calculated as follows: 2.1 x 2,530,000 x 45% = 2,125,200 VND. If the teacher is absent for part of the month due to work outside the country, the allowance will be adjusted accordingly.

Additionally, the decree specifies periods when teachers will not receive the professional allowance, including times spent working or studying abroad under specific conditions, periods of disciplinary action, maternity leave, and extended unpaid leave.

The professional allowance will be paid alongside the regular monthly salary, including during any leave periods, and will not be used to calculate social insurance contributions. Funding for these allowances will come from the state budget and the operational revenue of the educational institutions.

This increase in allowances is a significant step towards improving the financial conditions for teachers in Vietnam, reflecting the government's commitment to enhancing the education sector.
