The Ministry of Home Affairs has addressed concerns regarding the salary classification of general practitioners, particularly the transition from salary coefficient B to A0. This clarification follows inquiries from a physician, identified as Nguyen Van Thanh, who has completed the necessary educational requirements but has not yet seen a change in his salary classification.

Nguyen Van Thanh, who works at a health station and holds the title of a level IV physician, completed his diploma in January 2026. However, as of July 2026, his salary adjustment has not been processed. He cited government regulations, specifically Decree No. 232/2026/ND-CP and Decree No. 259/2026/ND-CP, which state that civil servants should be assigned according to their professional levels and can transition to corresponding professional ranks upon meeting educational standards.

In response to his concerns, the Ministry of Home Affairs stated that according to Article 24 of the Civil Servant Law No. 129/2025/QH15, effective from July 1, 2026, civil servants can be transferred to new positions if they meet the necessary qualifications and if there is a demand for that position within the organization. The decision regarding job position changes is made by the competent authority, ensuring transparency and legality.

The Ministry advised Nguyen Van Thanh to communicate with the management agency at his workplace to seek resolution regarding his salary classification. The Ministry's response emphasizes the importance of adhering to legal frameworks while addressing personnel issues.

This situation highlights ongoing discussions about the salary structures and classifications within Vietnam's healthcare system, as practitioners seek clarity and timely adjustments to reflect their qualifications and contributions.
