Ministry of Home Affairs Plans Salary Reform Proposal for March 2027

The Ministry of Home Affairs in Vietnam is preparing to submit a proposal for salary reform to the Central Government in March 2027. This initiative comes after an 8% increase in the base salary, which took effect on July 1, 2026, benefiting more than two million public officials, civil servants, and military personnel.

According to the Ministry's report, the base salary was raised from 2.34 million VND to 2.53 million VND per month. This increase is part of a broader adjustment of the current salary policy, which has not yet transitioned to a new salary system based on job positions. The comprehensive salary reform was outlined in Resolution 27-NQ/TW of 2018, which emphasizes that salaries should serve as the primary income source, ensuring the livelihoods of employees and their families.

The reform aims to establish a new salary structure based on job positions, titles, and leadership roles, moving away from the current system that primarily relies on base salaries and coefficients. The public sector will see the introduction of five new salary tables: one for leadership positions, one for professional roles, and three for military personnel. However, the implementation of these new salary tables has yet to be synchronized due to the need for further research and refinement.

Starting from July 2024, the salary policy will be gradually implemented, with the base salary expected to rise from 1.8 million VND to 2.34 million VND per month. Additionally, the bonus system for public officials and military personnel will also be activated. The adjustments will also affect pensions, social insurance benefits, and social assistance standards.

As part of the ongoing reforms, the Ministry of Home Affairs will collaborate with the Ministry of Finance to evaluate the implementation of Resolutions 27 and 28 regarding salary and social insurance reforms. They will assess the effectiveness of these resolutions since their adoption in 2018, identifying shortcomings and proposing solutions tailored to specific sectors.

The draft proposal is expected to be completed by August or September, with further refinements occurring until October. The finalized resolution will be presented to the Politburo in February 2027 and discussed at the Central Committee's fifth meeting in March 2027.

One of the core aspects of the salary reform is transitioning from a system based primarily on coefficients and seniority to one that compensates based on job positions, titles, and leadership roles. This shift necessitates a clear definition of job responsibilities, complexity, and required qualifications for each position to effectively evaluate and implement the new salary system.
