Deputy Prime Minister Pham Thi Thanh Tra has called for the development of multiple reform options for salary and social insurance policies in Vietnam. During a meeting with the Ministry of Home Affairs on September 9, she highlighted the complexity and significance of these reforms, which impact a wide range of individuals. Therefore, she insisted that the proposal must be thoroughly prepared.

Tra directed the Ministry of Home Affairs to explore various reform strategies and consult independent experts to gain additional perspectives and scientific foundations before selecting a policy to report to the relevant authorities. The Ministry is expected to finalize the draft proposal between August and October 2026, with the draft resolution from the Central Committee due in January 2027.

The proposal is set to be presented to the Politburo and the Secretariat in February, and to the Central Executive Committee in March 2027. It aims to comprehensively evaluate the implementation of Resolution 27 regarding salary policy reform and Resolution 28 concerning social insurance policy reform. Resolution 27, established in 2018, aims to create a new salary table based on job positions, titles, and leadership roles, moving away from calculations based solely on the base salary and coefficients.

However, the implementation of the new salary table has been postponed due to various challenges. Currently, officials, public servants, and employees receive salaries based on the base salary of 2.53 million VND, with civil servants earning approximately 3.4 to 25.3 million VND per month, and employees earning between 3.8 and 20.2 million VND, excluding allowances.

During the meeting, Tra also instructed the Ministry of Home Affairs to continue refining the organizational model of the political system and local government at two levels, with particular attention to monitoring the activities of the commune level to promptly identify and address any issues. The proposal for a new administrative unit model at the commune level is expected to be completed by September 15 for submission to the Government.

The Ministry has also been tasked with developing a community self-management model that aligns with local villages and neighborhoods following their reorganization. Tra noted that there is still a significant amount of work related to local governance, especially at the commune level. The Ministry must maintain regular connections with localities to understand practical situations, advise on policies, and build a competent workforce.

"It is not acceptable to simply issue a proposal and leave localities to implement it on their own," she stated, stressing the need for continuous monitoring and evaluation to identify necessary adjustments. Additionally, the Ministry has been assigned to establish a framework for the organization of the state administrative system at the central, provincial, and commune levels, along with a staffing plan for the period from 2027 to 2031.
