As of today, September 14, 2026, a new compensation policy has been implemented in Hai Phong, providing financial support to families affected by land acquisition. Under Decision No. 72/2026/QD-UBND, households meeting specific criteria will receive monthly assistance of 5 to 8 million VND while they await resettlement.

The policy, effective from September 14, was officially announced by the Hai Phong Department of Agriculture and Rural Development. It outlines various support measures for families whose land has been acquired for urban development projects. Specifically, households with fewer than three members will receive 5 million VND per month, while those with three or more members will qualify for the maximum support of 8 million VND per month.

It is important to note that this assistance is not available to all families in Hai Phong or nationwide; it is specifically for those whose land has been acquired and who meet the conditions set forth in the policy. The framework for this support is based on the 2024 Land Law, which stipulates that individuals whose residential land is taken for urban development should be compensated with equivalent land or housing.

Moreover, the policy includes provisions for temporary housing or rental assistance during the resettlement process. If the affected families are not provided with temporary housing, they will be eligible for rental support. The initial support period is set for six months, but if the resettlement process is delayed, the developer will be responsible for covering the rental costs until the families are relocated.

Additionally, the policy allows for further assistance for families with multiple generations living on the same land or those who have shared land rights. These families may receive separate rental support for each household unit.

Beyond rental assistance, the policy also outlines other forms of compensation for families affected by land acquisition, including one-time payments for those with significant agricultural land taken and special support for families in difficult circumstances.

This initiative reflects a broader commitment to ensuring that displaced families are supported during the transition and can maintain their livelihoods while awaiting new housing arrangements.
