Ministry of Home Affairs Guides Classification for Officials Transitioning to Civil Servants
The Ministry of Home Affairs in Vietnam has issued guidelines regarding the classification of officials

The Ministry of Home Affairs held a press conference on September 11, 2026, where it announced significant progress in the digitization of personnel records for officials and civil servants. This initiative is part of the government's broader strategy to modernize the management of personnel data and ensure its synchronization with the national database.
According to Nguyen Quang Dung, Director of the Department of Civil Servants and Officials, the Ministry has been actively implementing the digitization of information related to officials and civil servants as mandated by the government. As of now, various ministries, sectors, and localities have established electronic records for officials and civil servants, which are being synchronized with the national database. The digitization primarily involves the essential personal information from official biographies, which are being updated and standardized according to the principles of accuracy, completeness, cleanliness, and liveliness.
The legal framework for this transition is established by Government Decree No. 27/2026/ND-CP, which came into effect on July 1, 2026. This decree facilitates the shift from traditional paper-based management to electronic records management. Each official and civil servant will have a unique electronic record, utilizing their personal identification number as the electronic record identifier. This marks a crucial step towards transitioning from a paper-based system to a data-driven electronic management approach.
Furthermore, on August 7, 2026, the Party Central Committee issued Regulation No. 211-QD/TW, which standardizes the management of personnel records across the political system. This regulation stipulates that each official should only have one shared personnel record, integrating both paper and electronic records management in a phased manner, ultimately aiming for a complete transition to electronic records once the necessary conditions are met. The Central Organization Committee has been tasked with guiding the digitization and management of electronic personnel records.
The Ministry of Home Affairs will review and align its practices with the regulations outlined in Decree No. 27/2026/ND-CP, reporting to the government to ensure a unified and synchronized approach to managing electronic personnel data and records.
