The Vietnamese government has announced plans for Bac Ninh to become a centrally governed city, with a strong emphasis on transforming its economic model towards knowledge and technology. This initiative aims to position Bac Ninh as a leading hub for the electronic industry, particularly in semiconductors, microchips, and artificial intelligence.
In a recent report, the government outlined its strategy to address the limitations of traditional growth models that heavily relied on resource extraction and extensive development. Moving forward, Bac Ninh is set to shift from a production-based growth model to one driven by knowledge, technology, and innovation. This transition is expected to facilitate a change from 'brown' growth to 'green' growth, focusing on sustainable development and enhancing the quality of life for its residents.
Once established, Bac Ninh is envisioned as a model for a green, smart, modern, and culturally rich urban center. The local economy will be closely linked to ecological protection, with science, technology, and innovation identified as the primary growth drivers. The city aims to develop modern, high-tech industries and deepen its integration into global supply chains.
The government has set forth plans for Bac Ninh to become a center for high-value-added sectors such as robotics, automation, data centers, digital technology, and green technology. Additionally, infrastructure development will be prioritized, encompassing road, waterway, rail, air transport, and smart urban infrastructure. Urban centers will be interconnected with logistics services and multimodal transport systems.
To support this ambitious development plan, the government will explore specific mechanisms to provide additional growth opportunities for Bac Ninh. Relevant ministries and agencies will propose decentralization measures to empower local governance, particularly for Bac Ninh once it is officially designated as a city. Special policies for centrally governed cities, including Bac Ninh, are also being considered as part of the Urban Development Law project.
The overarching goal is to establish Bac Ninh as a key economic growth pole in northern Vietnam and the entire country, while also ensuring it becomes a benchmark for a green, smart, modern city that embodies the cultural identity of Kinh Bac. The National Assembly is expected to approve the resolutions for the establishment of Bac Ninh and Quang Ninh cities on August 24.
