The Politburo of Vietnam has officially approved a plan to establish Bac Ninh as a centrally governed city. This decision was formalized in Conclusion No. 52-KL/TW, signed by Tran Cam Tu, the Permanent Secretary of the Central Committee of the Communist Party of Vietnam, on June 20, 2026.
The establishment of Bac Ninh city will be based on the existing administrative boundaries of Bac Ninh province. The Politburo's conclusion emphasizes the need to focus on developing Bac Ninh as a model city that embodies green, smart, modern, and civilized characteristics, while also being rich in the cultural identity of the Kinh Bac region.
Key aspects of the development plan include fostering economic growth alongside environmental protection, with a strong emphasis on science, technology, and innovation as primary growth drivers. The city aims to develop a modern and high-tech industrial sector, integrating deeply into global supply chains, particularly in electronics, semiconductor production, and artificial intelligence.
Infrastructure improvements are also a priority, with plans to enhance road, waterway, railway, and air transport systems, as well as smart urban development. The goal is to create a harmonious balance among different localities within the city.
The Politburo has tasked the Bac Ninh Provincial Party Committee to collaborate with relevant authorities to refine the proposal for submission to the Central Party Committee for further consideration. Additionally, local authorities are urged to complete any outstanding requirements and documentation necessary for Bac Ninh to achieve recognition as a Class I urban area.
Currently, Vietnam has seven centrally governed cities, including Hanoi, Hai Phong, Hue, Da Nang, Dong Nai, Ho Chi Minh City, and Can Tho. The addition of Bac Ninh follows a similar decision made in April 2026 to establish Quang Ninh as another centrally governed city.
