Politburo Approves Establishment of Bac Ninh City

The Politburo of Vietnam has reached a consensus on the establishment of Bac Ninh City, which will be governed directly by the central government. This decision, made on June 20, outlines a vision for Bac Ninh to develop into a model of a green, smart, and modern urban area that reflects the rich cultural heritage of the Kinh Bac region.

The plan emphasizes the importance of balancing economic growth with environmental protection, utilizing science, technology, and innovation as the primary drivers of development. Bac Ninh is expected to modernize its industrial base, focusing on high-tech industries and deepening its integration into global supply chains. The city aims to become a leading center for electronics, particularly in semiconductor production and artificial intelligence.

To support this growth, Bac Ninh will enhance its transportation infrastructure, including road, rail, waterway, air, and smart city systems. The local government is tasked with improving connectivity with major urban centers and developing a multi-modal logistics system to ensure harmonious development across different areas of the city.

According to the Bac Ninh Department of Home Affairs, the region currently meets all seven criteria for a centrally governed city as defined by the National Assembly's Standing Committee. With an area of approximately 4,700 square kilometers and a population nearing 4 million, Bac Ninh boasts an urbanization rate of over 55% and 33% of its wards meeting urban standards.

The local government plans to establish 13 new wards from existing communes, increasing the total number of administrative units to 99. Following the merger with Bac Giang in mid-2025, the administrative center will be located in Bac Giang Ward. Bac Ninh is strategically positioned within the Hanoi Capital Region and the Northern Key Economic Zone, facilitating connections to China and major northern seaports.

In recent years, Bac Ninh has emerged as a significant industrial hub in Vietnam, attracting numerous multinational corporations in the electronics and high-tech sectors. By 2025, the province's Gross Regional Domestic Product (GRDP) is projected to grow by 10.27%, ranking fifth in the country. Bac Ninh has attracted approximately $5.73 billion in foreign direct investment (FDI), the second highest after Ho Chi Minh City, and has seen the establishment of over 7,600 new businesses this year, bringing the total to nearly 50,000.

The resolution from the provincial Party Congress for the 2025-2030 term aims to position Bac Ninh as a centrally governed city by 2030 and to transform it into a green, civilized, and modern urban area that preserves the cultural identity of Kinh Bac by 2045. Between 2026 and 2030, the province aims to maintain an annual GRDP growth rate of 11-12%, with per capita GRDP reaching between $8,700 and $9,200.
