Supreme People's Procuracy Proposes Prosecution of Nguyen Hoang Quan
The Supreme People's Procuracy has proposed the prosecution of Nguyen Hoang Quan for using forged documents.

The National Assembly of Vietnam is preparing to review a proposal to abolish the investigation agency of the Supreme People's Procuracy (VKSND Tối cao) and transfer its responsibilities to the investigation agencies within the police and military. This significant reform is part of the draft amendment to the Criminal Investigation Organization Law, which will be discussed on August 23 and is expected to be approved during the final session of the year.
On August 20, during a session where the Minister of Public Security, Lương Tam Quang, presented the proposal on behalf of the Prime Minister, it was highlighted that the aim of this legislative change is to enhance the investigative system, clarify the duties and powers of investigative authorities, and resolve practical challenges currently faced.
One of the major changes proposed is the discontinuation of the Supreme People's Procuracy's investigation agency, with its authority being transferred to the police and military investigation bodies. Additionally, the proposal suggests the elimination of the district-level police investigation agency to align with the new organizational model. The provincial police investigation agency will be granted the authority to investigate criminal cases.
The Minister of Public Security and the Minister of National Defense will be responsible for determining the delegation and transfer of authority among the investigation agencies under their management. They will also be tasked with detailing the organization and structure of the investigation agencies within the police and military, based on the specific frameworks of each ministry.
Phan Chí Hiếu, the Chairman of the Law and Justice Committee, indicated that the committee supports the abolition of the district-level police investigation agency and the Supreme People's Procuracy's investigation agency. The committee also agrees with the transfer of authority to the police and military investigation agencies, while suggesting that the drafting agency should consider solutions for potential issues that may arise during implementation.
Furthermore, regarding the organizational structure of the investigation agencies within the police and military, the committee recommends that specific regulations be included in the law itself, rather than leaving it to the discretion of the Ministers of Public Security and National Defense. This approach is intended to ensure alignment with the scope of the draft law, the National Assembly Organization Law, and the laws governing the Supreme People's Procuracy and the People's Court.
The proposal to abolish the Supreme People's Procuracy's investigation agency was first introduced by the Ministry of Public Security in a draft law published in July. Currently, this agency investigates crimes that infringe upon judicial activities, corruption, and misconduct within judicial processes. From early 2018 to the end of March 2026, the Supreme People's Procuracy's investigation agency has handled 390 cases involving 700 defendants, accounting for only 0.04% of the total cases processed by investigative agencies.
