Bùi Xuân Huấn, commonly referred to as Huấn 'Hoa Hồng', has recently been charged with serious offenses, including fraud and violations of accounting regulations. According to legal experts, he could face a maximum penalty of life imprisonment for fraud and 10 to 20 years for significant accounting violations.

The Ministry of Public Security has issued a decision to prosecute Huấn, 41, for his involvement in fraudulent activities that have reportedly affected numerous individuals. Since 2015, Huấn has leveraged his significant social media influence to engage in online sales and charitable activities, which have now come under scrutiny for legal violations.

Initial investigations indicate that Huấn has defrauded individuals of over 3 billion VND. Additionally, he and his associates, including his wife, have operated a perfume business generating over 300 billion VND in revenue without issuing value-added tax invoices, leading to substantial losses for the state budget.

According to lawyer Trần Hoàng Linh from the Hanoi Bar Association, under Article 174 of the 2015 Penal Code, any individual who uses deceitful methods to appropriate property valued at 2 million VND or more can be prosecuted for fraud. The penalties vary based on the value of the appropriated assets, with the highest penalties being 12 to 20 years in prison or life imprisonment for amounts exceeding 500 million VND.

Furthermore, the crime of violating accounting regulations is typically committed by individuals in positions of authority and can lead to significant penalties depending on the extent of financial damage caused. If the damage amounts to 1 billion VND or more, the offender could face 10 to 20 years in prison.
