This initiative is in response to the conclusions from the Central Committee of the Communist Party of Vietnam, aiming to improve the overall efficiency of the political system and local governance.

The resolution emphasizes the need for a serious, thorough, and synchronized implementation of the directives, ensuring a unified approach in the management and operation of public service units. The government aims to clarify responsibilities among various ministries, agencies, and local authorities, detailing specific tasks, lead agencies, and deadlines for completion.

One of the primary objectives is to reduce the number of public educational institutions. The Ministry of Education and Training is tasked with overseeing the restructuring of public universities, with a goal to decrease at least 20% of these institutions by April 1, 2027. Additionally, vocational education institutions under various ministries will be transferred to local management, with a target of reducing these by at least 30% by October 1, 2026.

Moreover, the Ministry of Health will also streamline its facilities, focusing on reducing the number of hospitals and enhancing the operational efficiency of health centers. The resolution calls for a review and enhancement of local healthcare services to ensure essential medical services are accessible to the community.

Local governments are encouraged to expedite the restructuring of public service units, particularly in education and healthcare, with a deadline set for August 2026. This restructuring is expected to foster a more efficient and effective public service system, ultimately benefiting the citizens of Vietnam.
