The Vietnamese government, through Notification 408/TB-VPCP, has mandated the Ministry of Education and Training to urgently draft and submit a resolution concerning the number of deputy positions in educational institutions after their restructuring. This initiative is part of a broader effort to streamline educational management and improve operational efficiency.

According to the notification issued on July 29, 2026, Deputy Prime Minister Pham Thi Thanh Tra has tasked the Ministry of Education and Training to collaborate with the Ministry of Home Affairs, the Ministry of Justice, and other relevant agencies to incorporate feedback from recent meetings into the proposed resolution. The resolution will specifically address the number of deputy positions and job roles within educational institutions.

In addition to drafting the resolution, the Ministry of Education and Training is responsible for providing detailed guidance on restructuring job roles and other necessary aspects of the process. This guidance must ensure compliance with regulations and be completed in a timely manner, with a report due to the government and the Prime Minister by July 31, 2026.

The notification also emphasizes the importance of cooperation between the Ministry of Justice and the Ministry of Home Affairs with the Ministry of Education and Training to fulfill these tasks effectively. Furthermore, the Ministry of Education and Training is required to promptly issue instructions to local authorities regarding governance methods and the scale of educational institutions, particularly concerning administrative matters under its jurisdiction. The ministry will also clarify the responsibilities and management authority of provincial and local governments in the gradual restructuring of schools and enhancing management post-restructuring.
