On August 5, Tô Lâm, the General Secretary and President of Vietnam, chaired the first meeting of the Central Steering Committee for summarizing practical experiences and researching amendments to the Party's regulations. He stressed that the revised regulations must be scientific, precise, concise, easily implementable, and have long-lasting vitality.

Lâm described this task as a politically significant mission during the 14th National Congress of the Party, aimed at supporting the amendment of the Party's platform and preparing for the 15th Congress. He noted that while the core contents of the current regulations remain valid, the revision process must not shy away from addressing emerging issues such as organizational restructuring, local government operations, delegation of authority, power control, and digital transformation.

The goal is to create regulations that strengthen the organization, ensure smooth operations, clarify responsibilities, and improve power control. Additionally, it aims to enhance the quality of Party members and grassroots organizations while reinforcing the relationship between the Party and the people.

Lâm called for a unified approach regarding the principles, scope, and criteria for research, emphasizing adherence to Marxism-Leninism, Ho Chi Minh's thought, and the principles of renewal, national independence, and socialism. He insisted on maintaining the Party's leadership role and the principle of democratic centralism.

The research must align with the resolutions of the 14th Congress and be coordinated with the amendment of the 2011 platform and the 2013 Constitution. Lâm highlighted that relevant contents should be reaffirmed, while problematic or ambiguous issues regarding organization, authority, and responsibility should be revised. Issues that are not sufficiently mature will continue to be summarized, piloted, or addressed through regulations and guidelines.

The regulations should only cover fundamental issues that are stable and within the authority of the Congress. Implementation regulations will specify models, authority, and necessary content for unified application, clarifying processes and procedures.

Lâm emphasized that each proposal must clearly address practical issues, their causes, the reasons for amending the regulations, possible options, impacts, and conditions for implementation. He stated that the measure of the amendment's success lies not in the number of chapters or articles revised, but in the actual effectiveness of the organization, clarity of responsibilities, better power control, and improved service to the people.

Four major areas of focus for research were proposed: fundamental issues regarding the Party, Party members, grassroots organizations, and relations with the people; the Party's organizational system and leadership methods in a new model; inspection, supervision, Party discipline, and power control; and digital transformation, specific fields, and technical aspects of the regulations.

Lâm instructed that the report summarizing 15 years of implementing the Party's regulations from 2011 to 2025 should be inherited without starting from scratch or summarizing in an administrative manner. For each issue, the research agency must clarify current regulations, the actual situation, data, challenges, causes, options, impacts, and conditions for implementation.

The report should not merely state general issues like overlap or lack of clarity without identifying specific regulations, subjects, and consequences. It should not generalize individual cases into broader problems or selectively present information to support pre-existing views.

Consultations must be conducted in multiple rounds, targeting the right subjects and issues substantively. Each option must clearly outline its basis, advantages, limitations, impacts, and conditions for implementation. Different opinions must be compiled honestly, and whether or not to adopt them should be clearly explained.

Lâm tasked the Standing Agency with promptly completing the working regulations, activity plans, and task assignments for the members of the Steering Committee; establishing an Editorial Team; and developing orientation reports and plans for summarizing practical experiences and researching amendments to the Party's regulations.
