The Central Committee of Vietnam convened its third session to discuss amendments to the Land Law, focusing on enhancing policy effectiveness and land management. The meeting, led by National Assembly Chairman Tran Thanh Man and attended by General Secretary and President To Lam, emphasized the need for updates to the law, which is set to take effect on August 1, 2024.

During the first day of discussions, the committee reached a consensus on several key issues, including the roles and responsibilities of party members, particularly regarding the case of Bui Van Hai, the former Secretary of the Bac Giang Provincial Party Committee. The committee also reviewed the proposal to amend the Party's regulations to better reflect current governance structures.

As Vietnam transitions to a two-tier local government model starting July 1, 2025, the existing three-tier land use planning system—comprising national, provincial, and district levels—has been deemed outdated. The Ministry of Agriculture and Rural Development noted that the current regulations are not in sync with other sectoral planning, leading to overlaps and inefficiencies.

The draft amendments aim to revise approximately 65 articles of the Land Law 2024. Proposed changes include issuing land use rights certificates for transactions conducted via handwritten agreements between 2014 and 2024, tightening land transactions pending recovery, and increasing decentralization in line with the new two-tier governance model.

The Ministry of Agriculture and Rural Development is currently seeking the government's input on the draft before it is submitted to the National Assembly for approval. The Central Committee is expected to continue its discussions in the coming days, addressing further aspects of land law reform and related legislative measures.
