Typhoon No. 2, named Noul, has strengthened to level 12, with gusts reaching level 15, according to the National Center for Hydro-Meteorological Forecasting. As of noon on July 25, the storm was located in the northeastern waters of the North East Sea, approximately 420 kilometers southeast of Hong Kong, China. The storm is moving northwest at a speed of about 25 kilometers per hour.

Forecasts indicate that by around 10 PM on July 25, Typhoon No. 2 will continue its northwest trajectory at a speed of 20-25 kilometers per hour, making landfall in southern Guangdong, China. At that time, the storm's intensity is expected to be at level 12 with gusts reaching level 15. By the morning of July 26, the storm will move inland into southern Guangdong at a speed of 15-20 kilometers per hour, weakening to level 10 with gusts of level 12.

By July 27, Typhoon No. 2 is anticipated to further weaken into a tropical depression and eventually become an area of low pressure over Hunan Province, China. The meteorological agency has stated that the storm is primarily moving northwest and is unlikely to have a direct impact on mainland Vietnam.

Due to the effects of the storm, the northeastern waters of the North East Sea are experiencing strong winds of levels 8-10, with wave heights reaching 3-5 meters. Near the storm's center, winds are at levels 11-12, with waves as high as 5-7 meters, leading to severe sea conditions.

In the past night and morning, the northern region has experienced rain, with some areas receiving heavy rainfall. The Central Highlands and southern regions have also seen scattered rain and thunderstorms, with localized heavy downpours. Rainfall from 7 PM on July 24 to 8 AM on July 25 exceeded 100mm in several locations, including 117.6mm in Thach That (Hanoi) and 113.4mm in Viet Vinh (Tuyen Quang).

Forecasts for July 25 indicate that the Northwest region will experience scattered rain and thunderstorms, with rainfall amounts of 10-20mm, and localized areas receiving over 50mm. Meteorological authorities have warned of the risk of flash floods, landslides, and ground subsidence in steep areas and small streams in provinces such as Lai Chau, Dien Bien, Son La, Phu Tho, Lao Cai, and Tuyen Quang.

In the afternoon and evening of July 25, the area from Nghe An to Da Nang and the Central Highlands region will also see scattered rain and thunderstorms, with rainfall amounts of 10-30mm, and localized areas receiving over 50mm. The Southern region and Lam Dong are expected to experience rain, moderate rain, and thunderstorms, with rainfall amounts of 20-40mm, and some areas may see heavy rain exceeding 100mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail, and strong gusts.
