On July 21, 2026, at the FLC Quy Nhon Conference Center in Nhon Ly, Gia Lai province, the Department of Political Work of the Ministry of Public Security, in collaboration with the Gia Lai Provincial Police, organized a seminar to gather opinions on the drafting of regulations concerning merit and rewards within the People's Police Force (CAND).

The seminar was chaired by Major General Pham Kim Dinh, the Director of the Department of Political Work, and attended by Major General Le Quang Nhan, Director of the Gia Lai Provincial Police, Colonel Ngo Cu Vinh, Deputy Director of the Provincial Police, along with leaders from various units and representatives involved in merit and reward tasks from police units in the southern region.

During the seminar, participants reviewed reports on the process of drafting and revising five key documents, including: a circular regulating merit and reward tasks within the People's Police Force; criteria for extraordinary achievement rewards; evaluation criteria for merit rankings among police units; procedures for awarding merit titles and forms of recognition; and the operational regulations of the Ministry of Public Security's Merit and Reward Council.

The revisions aim to institutionalize the new provisions of the Merit and Reward Law of 2026, align with the new organizational model of the People's Police Force, address practical shortcomings, and meet the demands for decentralization, administrative reform, and digital transformation. The drafts focus on innovating the evaluation methods for merit based on task performance, establishing criteria for extraordinary achievement recognition across 43 fields of work, and simplifying procedures to enhance the effectiveness of digital technology in merit and reward tasks.

Throughout the program, participants engaged in discussions, contributing valuable insights regarding unresolved issues in the drafts, quantifying evaluation criteria for the 'Three Best' merit movement, standards for extraordinary achievement recognition, and enhancing the quality of merit and reward work across the entire CAND.

In his concluding remarks, Major General Pham Kim Dinh acknowledged and appreciated the responsible spirit and practical insights shared by participants. He emphasized that the feedback from the seminar would serve as a crucial foundation for further refining the drafts to ensure they are substantive, fair, accurate, and timely, thereby motivating officers and soldiers to fulfill their duties effectively. He also urged the drafting committee to promptly compile and incorporate all suggestions to finalize the drafts, ensuring quality, consistency, and feasibility before submitting them for approval by the Ministry of Public Security.
