Vietnam: Nearly 19000 civil servants resigned within one year

According to data from the Ministry of the Interior on July 19th, an average of 1582 civil servants resigned each month in the past year, while an average of 1318 resigned each month from January 2020 to June 2022. Therefore, in recent times, the number of resignations from government agencies has increased by nearly 260 people per month compared to before.
Among the resigned personnel were 1967 civil servants, with the rest being civil servants, mainly concentrated in local areas. The education department has the highest number of employee resignations, followed by the medical department.


Most resignations are under 50, with nearly half holding a university degree and 16% holding a master's degree.
The localities with the highest number of people leaving state agencies are Hanoi, Ho Chi Minh City, Can Tho, Binh Duong, Tay Ninh, Dong Nai, Ba Ria - Vung Tau, An Giang, and Tien Giang Provinces. To replace the number of people who quit their jobs, ministries, branches and localities have recruited nearly 65,000 new civil servants, mainly in education and health.
The situation of many civil servants and public employees leaving state agencies has occurred since 2020 and tends to increase, although agencies have offered many solutions. From the beginning of 2020 to the middle of 2022, 39,500 officials, civil servants and public employees quit or moved to the private sector. Thus, in the past three and a half years, 58,500 people quit their jobs in state agencies nationwide.

 
In October 2022, Deputy Interior Minister Nguyen Duy Thang said that the main reason for the above situation was that the salaries of cadres and civil servants still needed to be improved, not meeting the essential needs of life. Attracting a team of experts has yet to be done well, so many people with good knowledge and qualifications have chosen to go to the private sector with better policies. 
Moreover, downsizing the payroll increases the workload, creating more pressure on public sector workers.
