Vietnam's Education Ministry Eases Parent-Teacher Meeting Requirements

The Vietnamese Ministry of Education and Training has announced significant changes to the regulations governing parent-teacher meetings in schools. According to the newly issued Circular 81/2026/TT-BGDĐT, effective from November 15, 2026, schools will no longer be mandated to conduct three parent-teacher meetings per academic year as previously required.

This new regulation replaces the older Circular 55/2011/TT-BGDĐT and introduces several updates regarding the role of parent representatives and the management of class funds. Notably, the updated guidelines specify that parents are not obligated to use paid applications or platforms to coordinate with schools, promoting a more accessible communication approach.

Under the new rules, the first parent-teacher meeting of the year will still be held at the beginning of the academic term. However, subsequent meetings will now be organized on an as-needed basis rather than adhering to fixed schedules. This allows for greater flexibility in addressing issues that may arise throughout the school year.

The first meeting will focus on discussing the care, education, and development of students, as well as establishing collaboration between parents and teachers. Future meetings will be organized to review activities, discuss any necessary changes in the parent representative committee, and address other relevant matters.

Meetings can be held in person, online, or in a hybrid format, ensuring that all parents can participate regardless of their circumstances. The outcomes of these meetings must be documented and shared with participants, ensuring transparency and accountability.

Previously, the Ministry mandated that all class parent meetings occur at the start of the school year, at the end of the first semester, and at the end of the academic year, with additional meetings only if at least 50% of parents requested them. The new guidelines aim to foster a more cooperative environment between parents and educational institutions, enhancing the overall educational experience for students.
