On June 26, 2026, the Department of Education and Training in Phu Tho Province released a plan to organize the promotion of professional titles for teachers in public educational institutions. The plan specifically targets the elevation of teachers from level III to level II.
This promotion process will adhere to regulations regarding job positions and will align with the qualifications and capabilities of the teachers involved. The goal is to ensure a unified management of the teaching staff while selecting educators who meet the necessary professional standards, possess strong political qualities, ethical integrity, and excellent teaching skills. This initiative is expected to enhance the overall quality of education.
The promotion will also guarantee teachers' rights regarding salary, allowances, and other benefits following their elevation in rank. It aims to rectify existing inconsistencies within the professional title structure, fostering fairness and transparency in the management of educational personnel. Additionally, it encourages teachers to actively pursue further education and professional development to meet the evolving demands of the education sector.
The candidates eligible for promotion include management staff and teachers from various levels, including kindergarten, elementary, middle, and high schools, who currently hold level III professional titles and meet the required standards and conditions for promotion as approved by the provincial government.
The evaluation process will involve assessing candidates' compliance with professional and educational standards, including their qualifications, training, and professional competencies. The review will be conducted according to established regulations, particularly referencing Circular No. 001/2025/TT-BNV issued by the Ministry of Home Affairs.
Heads of educational institutions are responsible for accurately identifying eligible candidates and ensuring they meet the necessary criteria for promotion. The process aims to highlight exemplary teachers who have significantly contributed to the development of their schools and the education sector.
