Vietnam's Leader Calls for Control Over Education Costs

Vietnam's General Secretary and President, To Lam, has emphasized the need for controlling education costs and ensuring transparency in school finances. During a meeting focused on preparations for the 2026-2027 academic year, he highlighted the importance of addressing the financial pressures faced by families and students.

In his conclusions, To Lam directed the Ministry of Education and Training, along with local authorities, to oversee educational expenses and to rectify negative practices associated with supplementary teaching. He insisted that educational institutions must publicly disclose their income and expenditures, preventing the misuse of social funding that could lead to increased financial demands on parents.

Moreover, To Lam called for strict measures against practices that pressure students and parents into additional learning or supplementary classes. He stressed the necessity of improving the quality of regular classes, reducing examination stress, and ensuring transparency in the enrollment process. Adjustments to educational programs should also be made to better suit the needs of students and enhance teacher motivation.

The leader also pointed out that any restructuring of schools must be thoroughly evaluated based on geographical conditions, student populations, teacher availability, and overall educational quality. He underscored the importance of timely construction of multi-level boarding schools in border areas to avoid wasteful spending, stating, "We will not allow students from disadvantaged backgrounds to miss out on education due to financial constraints."

As part of the preparations for the upcoming academic year, To Lam tasked the Ministry of Education and Training with finalizing reports on proposed reforms to salary policies, aiming to elevate teachers' salaries to the highest levels within the public service pay scale. Additionally, he called for unique mechanisms to attract top experts and leading scientists to engage in teaching and research, particularly in challenging areas.

To Lam's conclusions also included a request for proposals on staffing and policies within the education sector to eliminate discrepancies in teacher availability, ensuring that there are teachers wherever there are students. He advocated for a flexible staffing mechanism that reduces administrative positions while increasing direct teaching roles.

Furthermore, the education sector is encouraged to innovate management practices, enhance digital transformation, develop vocational education, and ensure equitable access to education. The involvement of the entire political system in the development of education and training is deemed essential for the future of Vietnam's educational landscape.
