The Ministry of Education and Training (MoET) has explained why the initiative to assign the highest salary scale for teachers within the public sector has yet to be implemented. The primary reason for this delay is the lack of a decree that stipulates salary policies, allowances, and support for educators.

On September 20, during a session organized by the National Assembly's Committee on Culture and Society, Minister of Education and Training Hoang Minh Son addressed several pressing issues in the education sector that have garnered public interest.

According to the report from MoET, out of 17 contents under the jurisdiction of the government, 16 have been completed, along with all six contents under the authority of the Minister of Education and Training. MoET has successfully drafted and submitted two decrees to the government: Decree No. 93/2026/ND-CP, issued on March 31, 2026, which details and guides the implementation of certain provisions of the Teacher Law, and Decree No. 182/2026/ND-CP, issued on May 22, 2026, which regulates preferential allowances for teachers and education managers working in public educational institutions.

In line with its authority, the Minister of Education and Training has issued 14 circulars that provide guidelines on working conditions, codes of conduct, professional standards, appointments, salary classifications, and the authority to recruit teachers. These include three circulars on working conditions for teachers in regular education, vocational education, and preschool education; one circular on the code of conduct for teachers; and seven circulars on professional standards for various groups of teachers.

However, for groups of teachers that have not yet had new regulations on working conditions issued, existing documents will continue to be applied. The upgrade of qualification standards for preschool, primary, and lower secondary teachers is being carried out according to Decree No. 71/2020/ND-CP, amended by Decree No. 311/2025/ND-CP.

The Ministry of Education and Training has also reported that the decree regarding salary policies and allowances for teachers has not yet been presented to the government for approval. This is due to the ongoing review and refinement process after the Political Bureau provides feedback on the salary policy reform project.

The absence of this decree has resulted in several new salary policies under the Teacher Law being unable to be implemented uniformly. Consequently, the initiative to assign the highest salary scale for teachers within the public sector remains unachieved, and some support policies continue to rely on various existing documents. The Ministry has indicated that certain allowances do not fully cover the unique aspects of teachers' professional activities, such as bilingual teaching, teaching across multiple schools, and teaching at various locations.

Once the Political Bureau offers its insights on the salary policy reform project, the Ministry of Education and Training will continue to review and refine the proposals, aiming to assist the government in issuing the necessary decrees to fully implement salary, allowance, and support policies for teachers as mandated by the Teacher Law.
