In a significant development for prospective homeowners, An Giang province has recently addressed legal hurdles affecting the TNR Stars Chợ Mới project. Following numerous complaints from buyers who had paid for land but had not received land use certificates, the provincial government has made strides to facilitate the project’s progress.

On September 18, 2026, the An Giang People's Committee issued Decision No. 4345/QĐ-UBND, allowing TNR Holdings Vietnam to continue the land allocation and leasing procedures for the Chợ Mới 2 urban area, covering an area of 45,881 square meters. Just four days later, on September 22, 2026, another decision, No. 4390/QĐ-UBND, was issued for the Chợ Mới 1 urban area, which encompasses 48,055 square meters. Together, these projects span a total area of approximately 93,936 square meters, or about 9.39 hectares.

This recent approval comes after a long wait for buyers who had previously expressed concerns over the lack of land use certificates necessary for constructing homes. Many residents had raised these issues in petitions to the National Assembly, highlighting the impact on their rights as buyers.

The provincial government’s response revealed that the issuance of land use certificates had been stalled due to the projects being under review by the Ministry of Construction. The local authorities indicated that the necessary legal frameworks were now in place to allow for the continuation of land allocation and leasing processes.

Despite these approvals, it is important to note that the decisions do not equate to the immediate issuance of land use certificates for the entire area. TNR Holdings must still complete all required documentation and comply with financial obligations before proceeding with the individual land lots.
