The chairman of Hanoi's People's Committee has demanded a thorough investigation into the circumstances surrounding the death of a student who fell into a drain. This incident occurred in Dong Ngac Ward on September 18, and the local authorities are now tasked with determining responsibility and implementing corrective measures.

On September 20, the Hanoi People's Committee issued a directive calling for an examination of the responsibilities of all parties involved in the case. This decision followed media reports highlighting residents' concerns about the area where the student fell, which is prone to flooding during rainy weather. Despite numerous complaints from locals, no action had been taken to address the persistent hazards.

In the directive, Chairman Vu Dai Thang instructed the Departments of Health and Internal Affairs, along with the chairman of Dong Ngac Ward and other relevant units, to provide support and assistance to the victim's family. This includes both material and emotional support in the wake of the tragedy.

Furthermore, the chairman has assigned Dong Ngac Ward to lead the investigation and coordinate with relevant entities to verify the reports, identify the responsible organizations and individuals, and take legal action accordingly. Immediate measures must be taken to rectify existing issues, and a report on the findings is expected to be submitted to the city by September 20.

The victim, a first-year student from the Faculty of Mechanical Engineering at the University of Mining and Geology, was last seen on September 17 when his old Honda motorcycle was discovered at the drain's entrance. The area was heavily flooded due to intense rainfall, creating a dangerous whirlpool at the drain. Local authorities, alongside the family, organized search efforts, and on September 18, the student's body was found approximately one kilometer downstream from the drain outlet into the Nhue River.
