Ngô Ngọc Quang has been appointed as the new Chairman of the Board of Directors for PetroVietnam Securities (PSI), representing the shareholders of PVcomBank, which holds a 51.17% stake in the company. This decision was made during an extraordinary shareholders' meeting held on September 12, 2026, where Quang was elected to replace Nguyễn Anh Tuấn, who was removed from the board.

Quang, born in 1979, holds a Bachelor's degree in Finance and Credit and brings over 20 years of experience in the finance and banking sector. He has previously held various management positions at PetroVietnam Finance Corporation (PVFC) and Western Bank. Currently, he also serves as a member of the Board of Directors at PVcomBank and is the Chairman of the Fund Management Company of PVcomBank.

The shareholders' meeting also approved plans to enhance the governance structure of PSI, including the implementation of a central counterparty clearing mechanism for securities transactions. This move aims to strengthen the company's operational capabilities and governance framework.

In addition to leadership changes, PSI has recently approved a plan to issue 300 bonds with a nominal value of 100 million VND each, totaling a maximum issuance value of 30 billion VND. The bonds, which are non-convertible and unsecured, will have a fixed interest rate of 9.5% per annum and a maturity of 24 months, with interest payments made every six months. The proceeds from this bond issuance will be used to restructure the company's debts, including a 50 billion VND debt owed to Vietcombank, which is due on September 18, 2026.

In terms of financial performance, PSI reported a revenue of 237 billion VND in the first half of 2026, marking a 3% increase compared to the same period last year. Total expenses decreased by 3% to 185 billion VND, resulting in a pre-tax profit of 51.6 billion VND, which is a 132% increase from the first half of 2025.
