The Ho Chi Minh City Social Insurance (BHXH) has issued a directive requiring healthcare facilities to upgrade their hospital management software to facilitate the acceptance of health insurance (BHYT) based on personal identification numbers. This initiative is designed to protect the rights of health insurance participants and ensure seamless healthcare services.

On September 8, 2026, BHXH sent out a letter urging healthcare providers to act promptly in updating their systems. This follows a previous communication on July 27, 2026, regarding the implementation of a new data reception portal that aligns with the use of personal identification numbers (CCCD) instead of traditional health insurance numbers, effective from August 15, 2026.

The new health insurance card format will consist of 17 characters, integrating beneficiary codes and personal identification numbers. BHXH has noted that some healthcare facilities have yet to upgrade their software to accommodate this new structure, which has led to interruptions in patients' rights to healthcare services. In some cases, patients have been denied access to health insurance services due to these technical delays.

BHXH has emphasized that healthcare facilities must ensure that no patient is refused service or required to pay out of pocket for medical care solely because their software has not been updated. Facility managers will be held fully accountable for any complaints or issues arising from these delays, which could adversely affect the rights of health insurance participants.

In case of any technical difficulties during the implementation process, healthcare providers are encouraged to contact the IT Department or the Health Insurance Policy Department of BHXH for timely assistance.
