Transition to Personal Identification Number for Insurance by 2026

The Ho Chi Minh City Social Insurance has announced significant changes regarding the use of personal identification numbers in place of traditional insurance numbers. Beginning September 1, 2026, the Vietnamese government will officially implement this transition, which aims to streamline the insurance process and enhance data accuracy.

As part of this change, individuals participating in social insurance, health insurance, and accident insurance are encouraged to verify their personal information, including full name, date of birth, gender, and personal identification number, on their insurance documents and applications such as VssID. If any discrepancies or unverified information exist, individuals should contact their employer or the local social insurance office to update their details before the deadline.

For businesses, it is crucial to manage and confirm the personal information of their employees, including names, birth dates, and identification numbers, as well as their own organizational details like tax codes and business types. Companies must work closely with the social insurance agency to rectify any missing or incorrect information to ensure compliance with the new regulations.

The transition to using personal identification numbers instead of insurance numbers is designed to be seamless and will not affect the rights of participants in social insurance schemes. The Ho Chi Minh City Social Insurance emphasizes that this change will be carried out centrally and automatically across all operational systems, minimizing the need for administrative procedures as long as the personal and organizational information is complete and verified with national databases.

During the transition period, both old insurance numbers and new personal identification numbers will be supported to facilitate ongoing transactions and ensure uninterrupted access to insurance benefits. This strategic move is expected to enhance the efficiency of the insurance system and safeguard the rights of participants in various insurance programs.
